There's both around here. I think they must mean different things, but I've not worked it out yet.

The train station near my parents' house has the knobbly ones all along the edge of the platform, several years ago they had to take all the slabs up and rotate them 90°.

 

Just found these in my photobucket account.

There ages old, atleast 3 yeasr old, possibly older.

Hmm, I thought it was clear-cut! Ah well, it's probably just using the wrong kind of paving slabs being used.

The knobby ones are at the edge of something (road/platform) to indicate the edge to blind people. The grooved tiles (while not mentioned in the wiki) I believe actually guide a cane to the crossing point where appropriate. Correct me if I'm wrong.
