    I would guess that would depend on how they implemented it, if it was at point of sale then customers would obviously foot the bill, if it was on companies global revenue then it probably wouldn't lead to more expensive hardware.

    Either way it seems a daft idea to introduce a new "law" instead of just enforcing, tightening, or changing an existing law.

    New law = being seen to be doing something
    Enforcing existing law = reminder that they didn't enforce the last however many 'look, we are doing things, honest' laws either.

    2%..?
    That would not be enough to cover the admin/legal expenses, for trying to recover what is owed at 2% rate?
