All that means is the total number of 3-pin fans you can have plugged into the motherboard. You can have any number of fans plugged directly into the PSU, either directly or with 3-pin to 4-pin adapters.
So if I wanted to plug them into the PSU would I have to plug them into a molex plug (and would that require an extra cord?) or are there ones on the PSU that are made for that size? If the fans are terminated with a 3-pin connector, you'll need an adapter to plug them into your PSU. If they use a standard molex connector, then you can just plug it straight into one of your PSU's molexes.
