I'm always surprised at how people cannot accept that **** happens and that every action can come with unintended consequences.

Yes, it is possible in a collision for car A to be damaged while car B isn't. Car A may just happen to take the impact on a part designed to take it (bumper) while car B doesn't (tail light). QED.

It is also possible to have a whiplash at low speeds --7 to 10mph sudden velocity change being reported by scientific studied as being enough (although as Mack7 says, symptoms can be reported at lower speeds). You can have a whiplash on a rollercoaster.

Then there are other concussional and sprain symptoms that feel like whiplash, even if they are not as long-lasting in nature. The driver could also have a pre-existing condition (previous injury, spondylosis, arthritis) that makes him more vulnerable to injury. He does not even have to be consciously aware of that.

Basically: **** happens. It's why you have insurance. Dude up and deal.

I got hit from behind by a taxi last year stopping at traffic lights. Not sure how fast the taxi hit me, probably <10mph but more than 5, there was a bit more damage than you described - my boot had a dent in it and needed replaced along with the rear bumper.

At the time I felt ok (a bit shook up) but for the next couple of days my neck was bit stiff. I was moving house that weekend so had better things do than worry about it, it could equally have been from sleeping on it funny.

So minor whiplash isn't obvious at first, maybe he felt a bit sore the day after and decided to jump on the no-win-no-fee bandwagon. Or he's just making it up, given your bump sound slower than mine. Hard to prove, but either way he should just MTFU.
