A TV card in your PC would allow you to view any RCA input.
I used an old one I got for free out of a friend's disused computer.
It no longer worked for recieving the TV broadcast but the secondary RCA jack works fine. I just plug my vcr into it and start the TView software I found.
ATI makes a TV Wonder and there are various other brands out there.
You could even use it for it's intended purpose and record TV.

This is the best option, but its not really playing it on PC, just the monitor. Also, using this will give you the best quality possible (A vga adapter) unless you own a LCD tv or HDTV.

if you want to play console games a tuner/capture card is a good option, but make sure to get one without an MPEG chip. MPEG is great for TV since it saves lots of CPU and HD space, but it has to add a little bit of a delay, making console games impossible.

Wouldn't the data buffering mess it up?

I've got a 6600GT with VIVO, took me a while to find the right drivers (nVidia only released the VIVO drivers for 6-series cards in may), but now the PS2 works just fine, the picture quality looks a bit off, but then thats probably because I'm expecting HL2 type graphics on a monitor, not tv quality. No lag either, so fine for fast games, and I can check my emails on the other screen during boring cut screens :)

Doesn't answer your question I know, I just wanted to boast ;)

I got an el cheapo tv card for £25 at PCWorld and play the PS2 on that, the quality is pretty good actually, it plays full screen with sounds.

You can also get an adaptor to plug in the PS2 straight into the monitor. I've got one, but can't figure out how to get it working!
