Anyone know of software to disable gpu utilization in 2d mode?

I have a 4870, an since catalyst 9.5 it's been annoying the hell out of me. The problem is every time I'm browsing online, and scroll down the page or resize a window the gpu fan spikes about 9-10%, sounds like a car revving it's engines as I flick the scroll wheel. I thought was the fan, silly me, but the gpu goes from 500mhz to 780mhz, which is probably why the fan kicks up. bringing me to my previouly asked question.

All I can think of is to disable smooth scrolling in your web browser.

Mine routinely flits between the 500MHz idle clock and the 750MHz active when browsing and such, but I use CCC to set the fan manually. You only need two settings, really - one for gaming, one for everything else. A dynamic fan profile is ineffectual, as it always balances at one particular temperature and fan speed anyway; find the lowest fan speed you need to keep it ~55 degrees when browsing and set it to that the whole time, then crank it up when gaming.

Are you running the aero interface in Vista?

Use Rivatuner to set a custom fan profile for your GPU. That, or you could re-flash the BIOS on your card to make the card spin up later.
