just bought all my parts and built it up. Everything has power, all the fans work etc. But my motherboard (abit ic7-max3) and graphics card (Hightech 9800pro + artic cooler) wont work. And i dont have on-board graphics either.

Anyone else had this problem at all?

I've tried different monitors, different leads, both DVI and VGA outs, and i know that its seated corectly and it deffo has power due to the fan spinning.

    Anyone got any ideas?

try pulling the battery, all thats gonna do is reset the cmos, i've had that work a couple times. Also make sure the video card is pushed in the agp slot all the way, also try testing your memory. What kind of psu do you have? Check the BIOS reset jumper.

heres something that might help a little. When the pc is offline the monitors sit there flashing normal, then when i turn it, it all speeds up for 2/3secs then the mobo beeps once and the led on the monitor starts to flash faster.

    Somethings happening!

when that happens, cycle the mains power to it, and hit the power button again ;)

Known issue, update the bios, make sure it updates the bootblock.
