Is it for a boat or a marine tank?

Its for transferring salt water quickly from one tank to another, low pressure, high flow rate.

I also noticed I shouldn't make threads late at night :(

Why not use a hose to siphon the water?

I remember doing hydro power tests with a 1000L tank and the thing would not last long enough for adequate results, the tank was about 8 floors up and the hose was about 10 cm in internal diameter.

How about a venturi effect pump?

Ideally centrifugal as the tanks are on the same level, and the pump is mounted on the floor (same level as the base of the tank). Plus cheapy centrifugal pumps are cheap.
