The best way to do it would be a hole saw in a bench mounted pillar drill, 2nd best is a normal drill or a good cordless drill, which is what I use. It always helps to center punch the center of the hole so it guides the drill bit and stops it from jumping about. On plastic I use a 3 mm bit to pilot the hole first. Then go in with the cutter.
