I have Mepis Linux and XP installed on my HD. When the Mepis boot manager comes up it has Mepis at the top. So if i dont go down the list and click on Windows within like 10 seconds then it boots Mepis. How do i change that so it will boot Windows first?

I believe the latest version of Mepis uses Grub, but the last version used Lilo. I'm not sure about Grub, but if you are on Lilo, then just edit /etc/lilo.conf, and you can change the default in there. After you save the file, run 'lilo' to update the bootloader.

if using grub you need to edit /boot/grub/grub.conf and change default to 1 instead of 0
/boot may be a separate partition and if it is all you need to do is
    mount /boot
    in a root terminal
