This is the 2nd PSU I've tried - no issues reported anywhere and no weird blackouts or anything.

    GPU is running at 16x

Have you tried older version of graphics drivers? Try removing all but the essentials gpu, ram, hdd? Have you ran memtest?

Have you tried running with the bare essentials, 1 stick of memory. just the graphics card without any other add in cards and just one hard drive plugged in on a fresh install of windows?

I once had an issue where my PC ran rather sluggishly for no apparant reason. My issue was a dodgy sata cable to the hard drive. I also went through the process of changing nearly every hardware component.

    Have you tried new cables?

I am currently running a new hdd (bought yesterday) and a brand new Sata3 cable to go with it. No difference.

I'll try bare-bonsing later, but as it's all new compared to the last time it ran slow, it's a bit odd.

I think I'll just break this PC for bits and start afresh.

I think the best word to describe this is Bizarre. Everything has completely changed, yet it's still showing the same problem.
