It is still unpaid labour, which I bet will be become compulsory, in the “land of the free”.

I suspect this isn’t the kind of Change™ people wanted.

He didn't tell the guy next door to be quiet when he was playing loud music late at night...

Oh right, yeah. We should ban charities and volunteer groups because they involve unpaid labour. Actually, when I think about it more, they're basically soviet prisoner of war camps.

Can you honestly not see the difference between a volunteer organisation and state enforeced labour?

It's not state enforced. You just don't get the tax break if you don't do it. I think it's an excellent idea. It works fantastically in Switzerland.

The key word as others have mentioned is "volunteer." I'm not sure why exactly you think it is all going to be forced. A bit of volunteer work is good training in civics anyway. I don't have a problem with it at all.

Have the comforting warmth of knowing you made me cackle madly IRL when I read that, to the alarm of my flatmates.

It just hit me, don’t you think $40/hour is a bit much? I’m sure he finds it very easy to set such targets when it is tax money he is spending.
