They should simply require anyone who wants money from the Government to proof that they applied for x number of jobs (they are qualified for) within a certain timeperiod (only exceptions, age (i.e. old people), disability), that way people would actually have to try to get a job before they can go beg form the Government...

Zero tolerance policies are a load of crap. They fail to take into account any type of extenuating circumstance and just provide a blanket policy so no one has to do any thinking for themselves. While discipline is a requirement for sucessful education zero tolerance policies are a load of bs. Instead of address the root cause of a problem they simply say "well we expelled the student, problem solved" aka it's not our problem any more. To have proper discipline and behavior it has to be instilled in the home environment before a student ever goes to school. Zero tolerance policies don't allow people to make mistakes. No one is perfect and having rules that expect them too is setting people up for failure. At least with a caning it's done in a minute of two and everyone can get back to learning instead of suspending or expelling a student with a zero tolerance policy.

Society as a whole has become a lot less tolerate of people who haven't fully matured and make mistakes. You can't simply make a rule "be an adult and act like one" when the human brain and body haven't developed fully. Who hasn't done something disruptive during class when they're bored and the material isn't interesting? I know I'm guilty, most of the time I can just sit and be quiet but there have been times that I've been a bad influence in a class.

Perhaps society is less tolerant of those who are younger with "less developed brains" because they are dealing drugs and carrying firearms instead of tipping out houses and threatening smaller kids for lunch money. And yes, I realize it is scientifically and psychologically proven for human brain development and decision-making. Besides, it's a huge leap from disrupting class to pimping out one's girlfriend for extra cash.

This is already in place, and failing. It is called Jobseekers Allowance.

Anyone with half a braincell can fluff their way through it every fortnight if they want to.
