No matter how much the "move" towards independance, they won't be independant untill they are not in the US. This is because the American senators will still want the biggest mental weapon (which the internet it) in their control.

Can anyone yet get full documentation of their meetings and so on?

Less direct control by the US Govt = good.

I wonder if this will effect Echelons ability to watch over us all? I doubt it, but then, not much is known about Echelon so maybe it will. It would be nice to know every email I send isn't being scanned :(

Why would it? Echelon is controlled by the US, UK and Australian governments. ;)

Someone needs to come up with a list of words or phrases that Echelon looks for and then we all add them as a signature our email. maybe we can do the equivelent of a DDoS attack with false positives. Might (finally) be a good use for all those spamming bot-nets :D

I'm not sure what point you were attempting to make there, my attempted point was that since the US has a higher level of control over the net then any other country, they can probably do things other countries do not have the ability to do, which perhaps makes echelon easier to run, or allows it to run at all. I'm just curious about whether an indepenant ICANN would have any effect on this.

edit: Oh and according to wikipedia it's not just the UK/US/AUS, but all the "anglo-saxon" countries. So the UK, US, Canada, Austrailia and New Zealand.

No, it wouldn't have any effect. ICANN and Echelon have nothing at all to do with each other.

    I know :|

But the fact that the majority of the worlds net trafic is currently routed through DNS servers stateside and and wouldn't neccesarily be if ICANN moved elsewhere, I thought, might have an effect.

ICANN only runs one of the DNS root nameservers though. ;)
