You can't give reputation to the same person several times in a row. Give some to other people (who deserve it!) and it'll let you rep that person again.

Depends how many times you've given it between - it's probably not a factor of time.

Unfortunately I can't put a time period on the user spread setting in the reputation options. I have however lowered the user spread setting as it was a touch high.
