Liberals espouse a wide array of views depending on their understanding of these principles, but generally liberals support ideas such as constitutionalism, liberal democracy, free and fair elections, human rights, capitalism, and freedom of religion. Dwarfer probably goes more with this explanation.

Well if you look at the stats, I don't think indian government needs any aid right now. Their main problem is that of corrupt institutes. Just look at their hospitals, police stations and even the government is not very interested in providing clean water to their citizen. Even if you provide them the whole world's money, that is never gonna reach its poor people. In the past decade Indian manufacturing and IT sector has flourished significantly but the fact is majority of the population could not benefit from this wave of prosperity. The Great Britian government can't interfere in their internal matters. The point is instead of throwing money in corrupt subcontinent institutes, Britian government should try to get its own economy back on the track.
Dan actually makes a good point. It isn't the people giving the money, it's who's taking it- obviously. I can't say for sure weather India needs do much aid, but as such a massively growing economy, they honestly shouldn't need so much.
