Windows Installing foreign DVORAK versions on windows XP

Hi!
Im trying to install a swedish version of DVORAK on my windows xp pro system. I got the win2k/NT file from: http://www.users.one.se/liket/svorak/
from another forum i got a tip that i should put the dll file into c:\windows\system32 and replace the old file. then go to start>run and type: regsvr32 c:\windows\system32\kbdsw.dll to register it. but when i try to register it i get this error:
c:\windows\system32\kbdsw.dll lästes in, men startadressen för DLLRegisterServer hittades inte. den här filen kan inte registreras.

which means something like:
c:\windows\system32\kbdsw.dll was read, but the startadress for the DLLRegisterServer could not be found. This file could not be registered.

and the old dll file gets backed up. (the one that i replaced)

anyone know how to do and who can help me?

i have win xp pro with sp2. and ive tried on my moms computer too and on two other friends computers and same happend there.
