Explorer is integrated into windows - it can't be removed so don't worry about keeping it around. I'll (try to) refrain from making any fanboy statements by saying that you're making a good decision by downloading Firefox. Give that a go and see if that speeds things up for you. There are also tweaks out there for FF that can make pages load quicker too (eg. Fasterfox) What version of IE are you running? Are all the updates/patches installed?
If another program is using IE when you attempt to uninstall, you probably have spyware, a trojan or some other sort of nastiness. Try running your scans again in Safe Mode. IE can be removed through Add/Remove Windows Components. This isn't really necessary. Just stop using it. And yes, you made the right choice with Firefox.
All that does is remove IE shortcuts and file associations, making it more difficult to open IE. How to reinstall or repair IE in XP
