    Hello,
Due to the combination of "the beast from the east" and Storm Emma there was a loss of electricity in my house.

The kb (Dell kb522) works in bios and before OS (W10 64bit Home) loads. I have tried another kb (Cherry). Have tried restarting PC, unplugging, left overnight. Have tried removing, reinstalling the kb, physically and in device manager, also updating driver - which windows can't find, neither can I on dell's website. I have read this kb doesn't need a driver?.

I have checked bios the kb is detected fine.
SFC /scannow didn't find anything wrong. System restore hasn't worked either.
The mouse only seems to work in the USB port it's in. Changing port doesn't help with the kb.
Downloaded and installed USB drivers from Asus.
    Have tried windows troubleshooting process.

Haven't booted into safe mode yet, will do at some point.

I would appreciate any troubleshooting/solution ideas to avoid OS reinstall.

Have you tried disabling and re-enabling the USB controller, and also, going on this support article on Microsoft, disable USB selective suspend.
