i am assuming you want to slow your CPU down? i dont see why.....thats the one you want to spin like crazy to keep your PC working!
i went to the maplins store in blackpool and the staff were very unhelpfull, so i decided to buy an 'off the shelf' fan contorler because it was £20 and guarrenteed to work wheras IF* the one i'd have made for about £2 didnt work id have had to spend £200 to buy a new cpu! so i bought the hardcano 9 from maplins, it comes with a 3pin addapter for CPU fans and a LCD temp display for whatever you want to measure, but thats just me, and opening the box wasnt as fun as making my own would have been! :D

He'll want to slow it down to reduce the noise it makes.
And when you say the staff were unhelpful, did you just ask for advice on making a fan controller?
People forget that the staff working in Maplin are sales assistants, not technical advisors ;)

 The other thing is that a good HSF like Volcano 11/12 come with a controllable fan and can be had for around £15, seems a better bargain. As does simply buying a quieter fan. Another cheap option (esp if you DIY) is a 7V mod, but you would want to know the fan is still spinning fast enough to firstly start up (should be fine) and secondly provide adequate cooling.

If you want to quieten/control your fan, www.cpemma.co.uk is a good place to start. If you want something simple to build, I'd suggest voltage regulator fan control.

nah, i know they are sales assistants but its not like argos or mcdonalds... you actually have to know what a rheostat is to work there right? but he just sorta looked at me and went 'errh there is a special over there on cd wallets'. :sigh:

but yeah, i gave it a try and your right, the noise goes down and the temp only goes up my less that a degree :jawdrop:

No, it's not like Argos or Macdonalds.
For a start, if they were working there they'd get paid more.

And no, you don't necessarily have to know what a rheostat is to work at Maplin. Even if he did it wouldn't surprise me if he was feigning ignorance because it's not in his job description to do anything other than pick stock out for you when you tell him exactly what you want.

To use an anology, would you ask a sales assistant in the supermarket what the nutritional value of your cornflakes are?
