I have a couple of 128 Bit MP3's (LEGALLY). Is there anyway to encode them at 320 Bits for more quality? I did encode them using ITUNES at 320 Bits but I couldn't notice a quality difference except the large file size.

You can't encode anything to higher quality, so encoding 128bit to 320bit (for higher sound quality) is impossible.

MP3 compression is a lossy format. Which means, to aid in making the file smaller, some data is thown away. Stuff like the upper end of the sound spectrum, a.k.a. the stuff we humans cannot hear.

Besides that, GOOGLE is your friend, once you learn what happens when you convert PCM/WAV audio with MP3 compression, you will get your answer.
