Windows NLTDR is missing. How can I fix it

    Hi all,
    I having a problem with my desktop pc
    I have Linux Mandrake 9.2 and WinXp sp1 (Linux Loader).
    I can't boot Windows and the message is :

    NLTDR is missing

    I am using for quick reinstallation Norton Ghost
    I load the windows image but nothing changed
    I even boot from windows cd and
    Choose recovery console
    fixboot
    fixmbr
    but still ………….

    Can you please help me?
    Is there anything beside formatting and reinstalling Windows and Linux?
    If I format windows partition can I keep Linux untouched?
