these are regularly used especially with watercooling setups, u might want to take note that it works like a heat pump, one side gets nice and cool, the other hot as hell. That heat needs to be removed and that's where fans are required again :p

also, they are not incredibly efficient are require a fair bit of juice

Infact, just to cool down the hot side you would probably need a more powerful fan (louder) on the watercooling than normal watercooling.

Peltiers are a little pointless IMO. They aren't very efficient and need a lot of cooling.

Ok, yes your right... it does heats or cools dependin on which side its on. You can keep your processor nice and cozey by putting the current in the other way around if you like, but I'd suggest against it.

Its a peltier! It allows you to "pull" the heat away from the processor, and you then cool the peltier seperatley, since cooling the peltier doesn't affect performance, thus why its used for extreme cooling. Traditionally, a peltier is set up to be cooled by watercooling for "silent cooling"... and its better than having just watercooling on its own (since its being activley cooled by the peltier, not the watercooling).

A peltier isn't pointless, because it allows you to cool the processor much more than just with standard watercooling, since the heat is actually taken away rather than conducted away as with a normal waterblock/heatsink.
