I don't know of any, but the way I look at it, even with the delivery charge it still works out cheaper than buying it in shops.
US or UK? In the US, Zipzoomfly has free 2nd day shipping on nearly everything and Newegg usually has fairly cheap and sometimes free shipping on certain products.
Ebuyer has the odd "special" item on free delivery, I dropped on for a HSF I wanted, but it's not often free on the stuff you want. Amazon worth looking at, some good prices on PC stuff (especially Antec), free delivery if you spend £19.
They charge more for delivery than just about anyone else. Amazon are free as someone mention for anything over £19 and suprisingly do alot of PC gear.

There aint no thing as free delivery, if it costs a company to send you goods, then it will be added to the price of the goods in the first place. The only time delivery charges are a problem is when you are buying multple small items from various sources and you can end up paying the same for the delivery as the goods were.
ebuyer/dabs are both pretty fair with there postage and go on weight of the package, unlike scan that charge £7 whatever you buy
If you spend enough money with a supplier then you can get free delivery quite often. I guess they are happy to pay for it out of the profit margins they make from you. I even get taken out for lunch fairly regularly But if you just want a tube of AS5 or an IDE cable, it's a bit different.
