What is a better idea, in my opinion, is to set a limit on the mails a user can send per day, and if he sends more, charge him for it. For example, 100 mails per day. A normal user normally doesn't send more than 100 mails a day (well, I don't at least), but spammers will find this a very limiting ... err ... limit. Of course, the pay-per-mail can be changed in a 100-mails a day limit by the ISP, providing 100 free mails a day per user and using a part of what the user pays for the internet-service for those mails. As that won't be more than $1, the ISP's won't have to increase the bill. It's a good idea, but it does limits the freedom of the internet, which is always bad. If spam will be the downfall for the internet, then I'm willing to pay that very small price to get rid of spam though.
this is the most ridiculous idea I have heard. The "spammer" is hardly going to enforce this if they set up there own mail server are they! And who would "charge"? Also $2500 would not undermine spam's economics.
The ISP's? The Backbone-providers? I dunno, but there must be a way to implement this. And I do think that $2500 might do some damage to a spammers budget.
If it'd work it'd be the best thing since sliced bread. What I really think should be done, is put a fine on mass e-mail. For instance, if you send out 100-1000 e-mails with the same subject/material you get a fine. Be hard as hell to implement, but I think it would be nicer than makeing me pay to send an e-mail to my Mom.. at least it's only .1c L J
This most definately would not work. I send out a prety near weekly newsletter for a non-profit org that I volunteer my services for, and there is no way I'm paying $0.01 per email, that would run up a bit of a bill Since I have my own mailserver though, it wouldn't be a problem

the most stupid thing about this "idea" is that it would be indiscriminate. Most web based companies send out thousands of weekly updates to customers. this would hit them a lot harder than the spammers, because the spammers make money from the emails they send.
