As you're getting some power through, can't be just a blown fuse in the electricity feed.

Friend had that symptom on a 3yr old Medion last month, ie system twitched on power on but didn't spring awake - and I suspected his PSU. His small town local PC shop put in a new PSU - warning him that the PSU *might* have damaged other things and so couldn't guarantee success and it sprang back to life and he's been okay for last month. Thought his local PC shop handled it very professionally - and charged him less than £30 including parts/labour, which was just as well as friend can't really be trusted with a screwdriver let alone electricity :) (though heaven knows what quality of PSU they used of course)!

Think that's what you should be suspecting the PSU first.
