Well i put in a dvd rom i found around my house and i am using win dvd to play it. Everything plays fine except for the fact that its very skippy. I am wondering if this is my video card or the program it self. I have tried other programs previous to this but all have had problems with my sound card. Any help is appreciated.

Is the disk scratched at all?
Is it an old DVD rom? I remember trying to use an old like 2X DVDrom and it being skippy.
How much ram do you have?
What is running in the background while you're trying to watch a DVD?

Lots of things can impact DVD performance. Try cleaning the laser maybe.
I've only got the built in gfx on my old laptop here and DVDs run fine.
I also use winDVD so I don't think that the program is at fault.
Though some people prefer other programs such as PowerDVD.

Sounds like its probably the DVD, could also be caused by high CPU usage though, so if you're running anything that maxxes your CPU obviously disable it.

Try downloading Media Player Classic, that can play DVD's is a good free program to use to see if the problems are not program specific. It should play DVD's by default, but if it doesn't, uninstall, and then google the K-Lite codec pack, and get it. Then install it with the hacked MPC install, and try the DVD in that version of MPC.

I cleaned the lens and popped in a new movie, it ran good at first but it then started making wierd clicking noises like it was straining so i think that the dvd rom is faulty. I will switch it out for another and see what happens from their. Thanks for your help guys.

Just put in a new dvd rom and it ran perfect until the middle of the movie, it stopped and the drive made the clicking noise once again, im not sure if it was the cd itself or the drive was overheating or something. If anyone knows what the problem is, please help.
