Well, even with the fan, it doesn't turn on. Do I need a fan across 5v too?

Yea, I went and picked up a Antec SL350 and my PC is running the best it ever has. No random restarts whatsoever. I've had the SL350 a whole week and haven't voided the warranty.

    bingo.

thats why people say wait 30 seconds before opening up your case ;) give it time to charge down.

obviously they cant put big resistors on the line to increase the 0.7RC value, so they the biggest resistance their design tolerances can cope with to drain the caps, concurrently this resistance wont be much..so that equal a smaller rate of discharge.

I found out why the PSU died. The +12v line on the side panel fan caught fire and shorted to the side of case, which killed the power supply and the fan but somehow everything else survived so that I didn't notice it until I went to put in the fan. Now i'm going to complain to Super Flower and try and get them to give me $100.

THe warranty on the power supply doesn't matter, I'm not asking the people who made the PSU to refund me, i'm asking the people who made the subpar fan that destroyed the PSU refund me.

    Well, that's assuming
    a) They respond to my e-mail
    b) The person who responds speaks english and has yet to be outsourced
