BBC "in pictures" article, gives an interesting insight into the though process of a pro photographer, with some excellent pics. Probably more for us noobs than some others.

Basically, it's down to luck and timing.

Right place at the right time is true with regards to the content, however the composition and the ability to recognise a shot play a part too. Although I would say there is less to being a photographer than most people think, even a basic understanding of the tools will give most people the ability to take good photos if you can spot an oppertunity when it presents it's photogenic self.

Sure, timing is everything; being in the right place at the right time does help. However, through experience you can begin to anticipate the action, and then being in the right place at the right time isn't so hard. After that, photography and artistic skills come in. Getting the right exposure and composition are just as important as the being in the right location.

The main skill in being a good photographer imo is being able to see the good shots where other people can not. You can be complety technically inept and still take a good photograph.

I'd advocate that it's a combination of technical skills, a good eye and luck/timing :)
I've taken a lot of good pictures in the past, but they've never had the real look. Composition is an art in itself but if you don't have the technical insight you some times end up with a photo with great composition but terrible vibrance. Mastering your camera is the icing on the cake.
Basic understanding will of course enable most people to do "okay" with most things. I think the last couple of secrets are to take lots and lots of shots of the same and then selecting the best when you get home and then finally the correction of colors/luminance etc.
