Why don't u add a coldplate hooked up to the CPU and turn it on then add a woter cooling system under the coldplate it cool's it first then second it cools the cpu chip bloack that decrease the water temp. to a colder temp. if ther's any flaws please tell me thxs.

you mean a thermo electric cooler?

    flaws:
    extra net heat
    increased power consumption
    increased complexity and reduced reliability
    condensation
    expense
imposible to get as low temps as phase change without considrable effeort

    Yes, watercooling a TEC works.
In fact that is probably the only way that peltier devices are practical.

As said, you will have to worry about condensation and temps won't get down into the range of phase change.
But, I'd think that running a TEC would be a whole lot quieter and cheaper than any phase change rig.

If you've got the know-how, the cash, and the guts to try it you should do OK.

Edit: Doh! maybe I read your post wrong.
I think you are talking about a water chiller using a TEC to cool the water in your loop.
Do NOT do this. It has been tried before and it just doesn't work.
It is much easier and more efficient to directly cool the CPU with the pelt and watercool the hot-side.

Making a waterchiller with a pelt would work, but it'd be very expensive, inefficient, and probably not very good at maintaining low-temps. The best way for a TEC, as above, is on the CPU/GPU itself, then WC'd.

In the end, phase is as complex, but with better results, and normal WC is nearly as good when you use a big-bore, high-flow loop with a 120.3 rad, but it'll be more reliable.
