My wife has a Dell notebook type thing and it doesn't seem to like installing programs.

Nothing major, just stuff like Kindle for PC.

Downloaded ok, ran the installer and - Nothing!

Could this just be a problem with .EXE files and can it be fixed or will I need to do a system recovery?

Try downloading the installer again to rule out file corruption etc... if that doesn't work, try Right-clicking the *.exe and run as Administrator.

I've downloaded a couple of times with a couple of different programs and still no luck, so I'm pretty sure it's not a corrupted file.

I think I tried running it as administrator, but I'll try again, thanks.

Failing that, try disabling Anti-Virus before you download/run it. Do you have any other programs running that guard changes to your registry?

I saw something similar to this the other day when using Vista. I still have no idea what caused it. I am wondering if a windows update did something? Have you checked that no service have failed to start etc like the Windows installer service for example? Check the event viewer

your may NOT be the case, but best to check anyway. Can you install in safe mode?

We had issues like this at my work, and when they happened we found it was easier to re-image their PC than fix the problem. There is a tool that would often fix it temporarily, called the Windows Installer CleanUp Utility, but that doesn't seem to be a Microsoft product so though it never caused us problems you would have to find it and try it at your own risk.
