Humm My PSU says 400watt 15A on the 12volt 30A on the 5volt 15A on the 3.3volt -5volt .6A -12Volt .6A +5VSB 2.0A is that bad..?
its not neccesarily bad, it just means that it isnt an especially high quality power supply, some are worse, some are better just remember that not all power supplies are created equal, in the scheme of things that is distinctly *ok*
