    define corrupted...
If it blocks at Setup load, that means that your system is not functional at 100%. Windows will only install if your system is working at 100%. And there is no grace, 99.99999999% functional is no good, Windows will refuse to install.

Its done on purpose so there are less of "Windows sucks", because of your bad system, and that you enjoy the most out of your system.

If you have USB devices other then Keyborad and mouse, remove them... I know some BIOS in motherboard that refuse to to load the OS an external storage is attached, like an iPod. My good old low end VIA motherboard with my PIII has that issue, and my ASUS A7N8-X *Deluxe* (nForce 2) has the same issue. Not for my nForce 4 and my brothers computer.
All motherboard had the latest BIOS version.

Also make sure your computer components are fully entered, in their slots, and that they are no dust particles in the slots.

What exact version of XP do you have? (read disk or box label). What Service Pack?

So what your saying is that the cd is corruted? I assume that its scratched. You might be able to send it to microsoft for a replacement. but I'm im not sure if they will do that for you.
You should be able to download an iso image of winxp and burn that to the cd and I *think* that the pc will boot from that when it starts up. Someone correct me if I am wrong but I dont think that just downloading winxp is illegal because you sill need an activation code for it.
however if you want to install on a second pc with the same code then you will run into problems when you want to actiave it because the code is used on another pc.
honestly, the best thing to do is just buy a new copy, it will be faster, and legal-er. and if you are going to go that road maybe just get vista instead. Assuming that the pc can handle it.

the cd is not scratched(it only ever been used once and Ive only had it for bout 5 months now.
anyway, the actual message I am getting is txtsetup.sif is missing(or corrupted) status 4096

and as for vista, i think I'd rather be shot with rusty buckshot from an underpowered 12 gauge

lol, yeah, I felt dirty for even suggesting it.
So the cd looks fine and it still cant find a file. Thats a little strange, I remember having that problem back with win95. I assume you tried cleaning it as well?
If that doesn't work then the only thing that I can really suggest is to see if you know anyone who will let you try their cd. Aside from calling microsoft (shudder) and asking about a replacement cd. Or if you still have the reciept you could try the place you bought it from. again I am making an assumption that you bought it at a store where you can do that.

As for answering you original question, you should be able to download a copy of winxp and just burn it to a cd. It should boot from the cd but again, I'm not sure if downloading it is legal or not. and if it isn't, then I wont mention it again because I dont want to get this thread closed.

You cannot download a copy of winXP, unless you find the EXACT version ISO of your disk.
I already tried. I have WinXP SP1, and when downloaded WinXP SP1 OEM (same as mine) it failed, due to a version difference.
Only Vista allows you to do that (OR maybe Windows XP SP2 disk, if they changed)

Vista is pretty good now, just install it and update it. There is no speed difference, other then a slower startup and shut-down. But like XP stuff will be discovered to increase it's speed, in time, specially SP1. Vista is design for new systems, if your system is new and payed around 2k before taxes, it will be ready. The only issues that you possibly heard in slow performance in games, isstarting to disappear, as Nvidia and ATI is grasping Vista more and more per each released updates. You have to handstand that hardware manufacture screwed up preatty bad, in thinking that Vista will just be good old XP with an update. Specially that Microosft called it NT6. Despite Microosft warnings, nothing has been done by them, and when Vista was released they want "Oh oh, we ***** up! Quick lets just released a driver just for releasing a driver, so that user has [blank]". Replace blank with:
    - a least some sort of sound, even if it's mono, we don't care... sound is better then no sound...
    - have at least Windows Aero skin work in high resolutions... screw games, we don't have time.
    - have a Vista ready BIOS so that user can install Vista.

Yet it's not all hardware manufactures, in fact my integrated sound card released drivers for Vista when Vista Beta 1 was released, and every couple of months you had updates. When Vista was released, my Realtek motherboard integrated sound card, was fully functional with it's softwares ready. Many software like Firefox, Thunderbird, Winamp, and more weer Vista ready before Vista was officially ready... some of them had little bugs here and there, but they are slowly fixing them as more and more users reports them. And right now, all these software a fully Vista compatible without issues.
As this is a community is packed with gamers of all kind, we are the most affected as Nvidia, ATI, Creative didn't look at Vista. For the X-fi, as Creative they suck and slow as a snail in making drivers... As with Nvidia they complained that the drivers needed absolutely to be Windows certified and wtv, and it's because of that it's slow. That's a lie. As when I tried Vista RC2, to have my sound and graphics and so on, I used WinXP drivers... and all you see is a message saying something like "These drivers are not digitally signed by Microsoft, do you want to continue?" Well guess what, if you click on "OK" or "Continue" wtv the option was, it install. Now we must agree that doing so, destroys Windows stability, but with my luck it didn't occur 0 I was impressed. And my hardware somewhat worked. I had 2.0 (not 2.1) sound with the 24-bit crystalization feature working, and I was able to play games. in high settings... well I had a Geforce 6600GT PCI-E back then, so I don't know about the fancy features, as the video card was not powerful enough to use then unless at a screen resolution of 640x480. I did not have the latest and greatest games, but HalfLife 2 worked in great marvels.

and now it's still no perfect perfect like under XP if you have surround sound setup, (2.1 users has no issues).

Anyone with a brain cell would rather be hit with a rusty buck shot the use vista.
You cant setup more then 1 machine with the disk because of the reg codes (more secure then the old system)You will need different code for each pc that are NOT used by any ACTIVE machine.

If you download an iso of WinXP, it has to match the type of cd code you have. For example, most pre-installed systems will have been installed using an oem version. If you installed it yourself, chances are it's a retail version. It is not legal to use the same code on more than one PC, unless you have a corporate licence with enough activations to cover your PC's.

I'd suggest that the cd-rom drive is duff - I had a system recently that wouldn't reinstall off the cd that came with it, so I used a known-working system to burn off a fresh cd and it still stuck at the same spot whilst installing. Used a spare cdrom drive and bigno, it installed perfectly.

As for NVidia drivers or Creative drivers for X-Fi - I have never had a problem with either on Vista. Both have functioned absolutely perfectly. They were a bit slow to get off the ground (Creative in particular) but now they are releasing driver updates regularly.
