Unless the gfx card your looking at supports this (and most dont), then no. Your better off using a gfx card that has S-Video/composite video out.
it's.... complicated to explain. suffice to say the video encoding schemes are completely different. in order to do this you'd need some kind of processing in the way, rather than a plain old dumb cable adapter.
thx fod finaly some has a straight awnser. i wasent sure if the adapter would convert signal or not. any 1 know of a tuner card that will actually work rite or possibly some better way.
You mention video tunner, what are you trying to achieve? Composite video into the pc? Composite video out of the pc? or both? What spec PC do you have already?
