Why would someone bother building something like that rather then just a normal spillway with water that flows over the top of a lower part of a dam? It seems to me that building something like that would be much harder to make and maintain.

Probably because the exit of a glory hole can be placed in a more precise position. Also, having water rush over a small lip in the front of the dam could put a large amount of pressure on one area on the edge of the dam.
right on phat: the circular lip is probably exponentially stronger than a straight or curved one because the pressures will equal out across it's entire surface. also, it is most probably used to propel a turbine generator - so the round spillway leads to less cavitation, and more efficient use of nature to make power. probably leads straight down to a reduction pipe to create pressure to drive the turbines.

I would say fake. there would be no waves near the hole. Notice the center. It should form "straight" lines into the hole. And, if deep enough, the water should swirl. AND (lol), the water level should be lower next to the wall because of the small distance between the wall and the hole. Anyway, if I see something like it, ill let you know...
