I'm getting ready to construct my first HTPC. I have this old VCR that I plan to mod it in. Having never built an HTPC before, I have no idea what to get for a video card. I dont plan on playing any graphic-intense games on it. I do plan to watch movies on it, and record movies. I would prefer something short, since I don't have a whole lot of clearance in this VCR case. I would also prefer something fairly cheap (<100 USD).

I am thinking about getting something along the lines of this: http://www.newegg.com/Product/Product.asp?Item=N82E16814102440
Its small, has S-Video and Composite outputs, along with VGA. I don't really need a DVI output since I don't have anything that supports DVI in my house.

    What do you folks suggest?

What your looking at is absolutely fine, for a HTPC. :)
