According to an expat who I was talkignt o who went there to check it out, it's a pretty seedy place.
The place is mad, no idea what the shark is about http://www.robot-restaurant.com/movie/5.html the site seems a bit clunky and you need to click the link again to get to the home page and menus.
You'd be fine. The key is in the wording; no 'costume' outfits. I believe the red dress falls under 'elegant evening wear.'

I think it refers to things like Neon Genesis style plug suits because your gaijin man-bulge would terrify the robots. Or Sailor-Man outfits? Nope... All the nopes...
Most of those requirements are pretty standard for Japanese restaurants that want to: a) appear family friendly, tattoos are pretty much just for gang members in Japan, though culture is changing slowly. b) see your face, presumably for crime prevention/tracking reasons.
