I've just picked up a NetGear 54mbps Wireless Router since it was cheaper then the wired ones. I am getting DSL activated Wednesday so I've decided to learn how to set this up. The internet sevice im getting is Yahoo SBC DSL, so I decided to install without the CD since I don't have alot of ram to spare for useless junk.

I've decided to follow the guide here.
    http://www.disk919.com/bb/archived_learnins/install_sbc_yahoo_dsl_without_cd/

Should I do this first and then connect the router? Or should i plug in the router and modem and then do it?

You should check the instructions that came with your router, as most nowadays ar http configured, which basically means that you configure the router through a web browser. For example my router you type http://192.168.1.1 and that brings the router configure screen up, I didnt even have to touch the windows PPPOE settings, your setup may be different however but thats most probable.

So that means I can connect everything first, then configure the PPPoE settings in the router?

Yes plug in all your hardware and then configure the settings, you will also need to check whether yahoo use PPPOE or PPPOA, the settings you need to connect through a router should be given at activation. If not contact there tech support and ask them.
