I have a 480W Tagan EasyCon PSU and as you can imagine it's not new. When i first got it i still had a socket 478 rig, lol.

So anyways a few weeks ago it became noisy so today i took it apart for cleaning (manufacturer warranty long gone) and i found what appears to be light surface rust on 3 of the smaller capacitors.

    Is that bad?

Probably just from moisture in the air, or in the dust.

Are they rusty, or have you got blown electrolytic capacitors?

You can tell by the shape of the cylinder - if you clean them off, are the top surfaces flat or deformed upover into a dome shape? If they're flat, they're probably fine - if they're deformed, they've probably blown.
