What is the standard size for fan screws? Are they thicker than M3s? Also, where would I get the taps?

Fan screws are generally self-tapping, because they're made for plastic fans. Therefore, you don't need taps. They're very thick, they're about the size of a standard hole on a fan. As for actual dimensions I don't know.

I am screwing them into a piece of CNCed aluminum, and I would like to hide the screw heads. I can't use regular fan screws because I don't know the tap size.

I've bolted the fans in place using M4-screws. In some fans I've used the original hole is right sized for M4 tap. M3 screw would nicely go through the holes.. The standard self-tapping screws are pretty useless IMO, I don't like them at all.
