This doesn't sound at all like a PSU or motherboard problem. The mains supply is rectified as soon as it enters the PSU, so there's no AC there, besides, if there is a fault in the PSU causing this voltage to be present, there's going to be some leakage current which would trip your ELCB.

Low voltage AC on the earth is an earthing problem in your house. Somewhere your earth is not bonded properly (or at all). You're getting a voltage on the earth because some current/voltage will be induced in the earth from the parallel live cables. In addition, all SMPSU's leak some current down to earth, but since it is unable to sink this current to earth via the normal path, YOU are now forming the path.

Get your electricity supply checked out.

    Now.

hmmm... I can bet my head that I won't be getting any grounded wall sockets into my room since I'm renting it... but I'm going to ask them anyway... and besides my computer has never been connected to ground and it hasn't been charged like this before... and if I guess right the psu will first change the voltages and then make the power Direct Current... and I belive the process from AC to DC is done by diodes and if one is fried there will be some AC leaking through

I mailed my landlord asking if they would install grounded wall sockets, but I doubt they'll do anything about it...

No, the AC is rectified at the first point in the PSU, then the voltage is converted.

Switched mode power supplies always sink some current to ground, so if you don't have grounded sockets you'll always have a voltage present on the case of your PSU. This will be true for all power supplies, so changing it won't help either.

The fact that you've never had this problem before could just be something simple like you were managing to earth the case through your cable/DSL connection...

It's rediculously dangerous for you to not have grounded sockets. Is it not a legal requirement over there or something??

I doubt that... had wlan back home... and I got it confirmed today what I suspected about grounded wall sockets... the landlord refuses to do it cus there is no requirement to do so...

Get a large metal pole, and some wire, stick the pole into the ground outside, attach the wire to your case and the pole. And there you have ground. But really you should get some gorunded sockets, even if you have to pay yourself, it's just not safe not to.

It is a serious fire hazard (and a risk to your own safety) to not have ground; the damn thing is there for it, and Im sure that it would improve the insurance price the guy pays.

    ok any opinions on theese:
    nexus nx9003sfb
    or
    Tagan TG-530-U15

I heard today from a local dealer that nexus will be coming shortly with more powerful versions...

I would be powering: Asus A8N-Sli deluxe, amd 64 3500+ winchester, 1 seagate 300 gig 7200.8 hd, 2 optical drives, floppy(belive it or not...), audigy 2zs platinum pro, his x850 xt pe, and a few fans + aquaero and a cold cathode... in the future prolly some 12v water pump when I go watercooled
