Hi, welcome to the forums. For the CD-rom, when you cut a window in it, it now has less material to help lower the noise. It's like if you opened your case and you heard the fan noise was louder (unless you have water cooling of course). Dremels i have found in my expierince to be very good, (except for my last one which burst into flames ) I'll take it that the other thing you mentioned is some kind of "no-name" substitute. If the "bulgarke" uses different accessories, go for the dremel, because then you will have more choice in accessories. Otherwise, if you have heard good things about the non-dremel then buy that.
