What is the best way to transfer VHS tape onto a computer? It can either be stored on hard drive or DVD, whichever is easier.

    Sure you can.
You need a VCR device for the TV, and either a TV-tuner or Input card of decent quality and performance.
Then you use a software (usually porvided byt the TV tuner/input card), and record the received image of the VCR, after you hook up the VCR properly to the computer.

An input card is a card that has connection like RCA't to receive a signal from a device, and a TV tuner is a card that have a TV cable in it, which allows ou to watch TV on your computer.

A TV tuner card wouldn't work I don't think, because they usually just have Aerial coax plugs, and the video output from a VCR will go through the SCART not the aerial.

Every VCR has RCA and built-in TV tuner (in/out).

Correct, but then you can only transfer DVD for at or close to the same price as getting a TV-tuner or input card, which allows you to connect anything (as long as it has the connector, of course).

I know every VCR has RCA and a built in TV tuner, but a TV card for the PC with only aerial ports wouldn't work, as the aerial wouldn't transmit the VHS, it would only transmit TV.

I have that setup and it works. All you need to do is connect the coaxial "out" of the VCR to coaxial "in" of the TV tuner. TV-Tuner card are "like" the same thing (concept wise) of the TV. Since when VCR's via coaxial doesn't work on a proper, fully functional, LCD/Plasma/CRT TV?

What I mean is, I have always been under the impression that the output from a VHS player goes through the SCART. The only reason it has Aerial In and Out is to take the aerial in to be able to record channels, and then send the aerial back out to the TV or other device.

    TL;DR

You need a VCR and some sort of tuner card, it can be PCI/PCI-e or USB, both formats will work

VCR > Coax Cable > Tuner card/USB Stick
