I want to get a tv-tuner card for viewing games (ps2/gamecube/whatever i buy in the future) on my pc. I have a budget of around 200 dollars and i would like the card to have both composite/component in but only composite is really needed. So pretty much i'm looking for a tv-tuner that has the best videoquality (not too interested in the actual tv-tuner or the recording). Pretty much just want to play the games with it.

One thing TV cards with video capture aren't good for is gaming. The data buffering will add a lot of latency.
Besides, you are aware that the PC is the ultimate gaming device, right? There is a reason why LAN parties almost always use PCs.
However, if your gaming console has component output, a simple switchbox and some cables may be all you need if your monitor can take sync-on-green. Many good LCD monitors can also take composite and s-video input. A few even have a component input (note that VGA is also component, although it may not support sync-on-green) that natively supports sync-on-green, eliminating the switchbox.
If you can't do it, I'm afraid that the answer is, "Just game on your PC."

Try looking for a card with the ATI Rage Theatre 550 chip - dogs bollocks for video in/out apparently.
