Right, so he was arrested because he annoyed the officers? Then arrest him for disrespecting police officers - not for disrespecting a dog. I would fully support a law where they could arrest you for swearing at police officers. That guy may be the type of guy I would like to see taken down too - but that doesnt make barking at two dogs arrestworthy.
in america we have what's referred to as public disorder and abuse of an officer, both are misdemeanors, and can result in fines/jail time pretty effective and keeping **** kids in check

For certain people, yes. A great deal of us are fine getting along with our little indiscretions that affect no-one but ourselves. However, there are certain groups of people(neds and chavs) that really need to be beaten down a bit, ye. When people are afriad of walking the streets because they might get attacked or intimited by uneducated monkeys theres an issue - it can be solved, it just needs a nice bit of old noggin' boppin'.
Once upon a time I had considered becoming a cop - until I realised that two days in I'd probably become a vigilante. I'm glad the cops tried to do something (other than what I might have felt like) but it would be good if they had better legal options - something like: wisdom from the USA - I know that may shock some of us but I think they might be on to something.
I remember some guy in Cardiff got arrested for calling a Policeman's horse gay, don't think much got done about that apart from the student paper writing something about it. The coppers should've just chucked the guy in jail overnight, and let him out in the morning (very early morning) with a caution.
