 OpenGL 1.4 has been out since 2002 so it should just be a matter of having compliant hardware (DirectX8) and the latest driver from either ATI or nVidia websites (as almost all consumer cards use one or the other). We're now on OpenGL 2.0 (equivilent to DirectX9). What gfx card are you currently using? So long as it's at least DirectX8 you should be fine, that's GF3, GF4TI (not MX) and up or for ATi Radeon 8500 and up. Of course for a decent gaming experience faster is better.

What card, specifically, is it? There's more than one driver.

:( Even if you do get it running OpenGL 1.4 it's still unusably slow, far worse than the bottom end nVidia & ATi cards (6200, 7300, X300 & X1300). Even in something as old as UT2003 (at 640x480) and Quake3 (not Doom3) at 1024x768 you can expect below 30fps on average. For reference a 3Dmark03 score of only 111 versus a 9800XT's 6500. It's time to upgrade to at least DirectX8 hardware which is Radeon 8500 and up or GeForce4TI (not MX) and up, those should be under £20. If you can stretch to £40-45 you can nab a very capable 9700Pro which isn't too far behind a 9800XT. BTW what CPU are you using, how much RAM do you have and do you have a vacant AGP slot?

In that case there just is no newer OpenGL driver for your graphicscard.
Either because the GPU doesn't support it, or Via just doesn't want to implement a newer OpenGL version.

Back in the day there was something called GLsetup, wich installed some kind of emulation driver thingie for running OpenGL1.5 on cards without OpenGL support or with drivers without updated drivers.
I've used it on my S3 Savage4Pro PCI card back then. Too bad the project stopped.

    edit:
The official site is down, but you can still find GLsetup here.
But its of no use for you, since it doesn't support you GPU.
