But businesses don't pay VAT, and since most shops did drop their prices by the ~2% reduction, the only saving in the end was on consumers. It was all for public image though really, oo look we're lowering taxes, just like how we've shortened the wait time in A&E [mumbles]by sending them to wait somewhere else[/mumbles]
