Development very noob question (enter with caution)

very noob question (enter with caution
i am a total noob to programming i can do very little html, if you want to even count that. i am wondering if it would be possible to make a program that would load on top of any program that would contain links or even better contain a few small pages with the sites on them with tabs to change from 1 page to another. in short kinda like firefox but not as heavy and it would always stay on top even if i had something loaded up like a word doc.

So you want a web browser with a tabs feature and an "always on top" feature?

 

in short yes, that is my main want, i would also like it to always load to a set size like 5ins by 5ins

 

sounds rather like some form of advertising to me.
