Wikipedia lists 6.4 W for the HD5450, but nothing for the GeForce 210.
What would you choose for a server that's mostly administered remotely?

    Intel graphic solution.
The GeForce 520 is slower than Intel latest graphic solution.

What if Intel is not an option?
Performance is not an issue. I'm only interested in idle power consumption.

According to Anandtech, they are both the same, but the 5450 is faster for 3d and I expect it will give you better video quality.

The lowest will be Any Amd card with core saver technology as it shuts down the GPu.

Never heard of a GPU being turned off completely, unless there is another GPU to do the 2D work, Even Aero uses some 3d funtions but most modern cards clock down to very low MHz on the desktop.

Do you have any links for core saver tech?

Is is possible to remove the graphics card entirely? If you just SSH or RDP into the computer, it shouldn't need one at all.
