My teacher stated that the best cpu in the world is 12 core processor made by apple. Is this a true statement? I thought apple's MAC pro used 2 x6 core processors and combining the two they get 12.

Yes, it sounds like you may actually be asking 'which cpu has the most cores intergrated into one package?' because even the one the one with the most may not necessarily be the best.Doesn't that PS3 chip (which is obviously less useful than a modern multi-core x86) have a stack of cores too?
The best Apple CPU right now is Apple A5, which is a dualcore ARM CPU in iPhone 4S and iPad 2. CPU used in any Mac is Intel, and yes, the best single CPU is i7 sixcore, closely watched by i7-2600K and will be overtaken by Sandy Bridge-E CPU soon. So your teacher is... well... at usual teacher standard (people who know the stuff wouldn't work as a teacher for teacher salary, so go figure). Unless we start talking about supercomputing etc etc.
Why? I don't see Intel or AMD making 12core chips. That is if a statement above is true and someone can verify it.
As far as I'm aware, apple do not make 12 core cpus. And intel have made 6 core, and AMD 8 core (although the 6 core intel is far superior performance wise)

Tyan makes a motherboard (Tyan Thunder n4250QE) that can host 4x 12-cores opteron and it's daughter card (Tyan Thunder M4985-SI) can host 4x addtionnal 12-cores opteron .... 96 cores on a single motherboard !
